  NGO Empfehlungen für die Position des EP Verbraucherausschusses zur Biozid-Verordnung

  Am 28. April 2010 stimmte der EP Binnen- und Verbraucherschutz-Ausschuss (IMCO) über seine Position zum Eintwurf einer Biozid-Verordnung ab. PAN Germany und weitere Verbände begrüßen einige der vorgeschlagenen Verbesserungen zugunsten des Gesundheits- und Umweltschutzes. (z.B. Initiativen für empfindliche Personengruppen und der nachhaltigen Anwendung von Bioziden). Gleichzeitig kritisieren die Umweltverbände die Voten für weitreichende Ausnahmen zum Verbot hochgefährlicher Biozide.

  Joint NGO recommendations concerning the EP IMCO-vote on the biocide regulation

  On 28 April 2010 the members of the EP Committee on Internal Market and Consumer Protection (IMCO) decided on their opinion regarding the draft biocide regulation. PAN Germany and supporting NGOs welcome some suggested improvements for human health and the environment (e.g. initiatives for vulnerable groups and sustainable use of biocides) , but criticise problematic derogations from the ban on highly hazardous biocides.

  At 15 October 2009 the Council working group for environment discussed on a proposal for an EU biocide regulation to further prepare key issues for the forthcoming meeting of the Council for environment: Provisions concerning the simpflification of the authorisation and with respect to articles treated with biocides.

  In ccoperation with PAN Europe and PAN UK PAN Germany has drafted a position on this occasion. While we urge to significantly improve the proposed provisions for authorisation we welcome the requirements for treated articles.

• PAN Germany fordert die deutsche Regierung auf, sich für eine bessere Berücksichtigung von Gesundheit, Umwelt und Artenvielfalt in der EU-Pestizidgesetzgebung einzusetzen

  Derzeit werden die Weichen der zukünftigen Pestizidpolitik in der Europäischen Union gestellt. Derzeit suchen der Europarat, das Europäische Parlament und die EU Kommission nach Kompromissen für zwei neue bzw. überarbeitete Pestizidgesetze. Diese Pestizidgesetze schaffen den harmonisierten Rahmen für die Zulassung, die Vermarktung und die Anwendung von Pestiziden in der Europäischen Union. In diesen laufenden Verhandlungen hat Deutschland ein erhebliches Gewicht. PAN fordert die bundesdeutschen Regierungsvertreter sowie die deutschen EU-Abgeordneten auf, sich für einen besseren Schutz der Umwelt, Gesundheit und Artenvielfalt in der EU-Pestizidgesetzgebung einzusetzen und die nachfolgenden Positionen zu unterstützen.

  The undersigning non-governmental organisations (NGOs) call upon the ministries, authorities, members of parliament and economic organisations involved in the further development of the Council Directive 98/8/EC concerning the placing of biocidal products on the market to commit themselves to prioritised, preventative health and environmental protection. The NGOs call for compliance with the legal framework on biodiversity and animal welfare, for more transparency, and for an EU-wide binding strategy for a step-by-step termination or, as the case may be, reduction of the use of hazardous biocides and biocidal products.

• Stellungnahme - Warum Risikobeurteilungen auch für Mischungen von Stoffen notwendig sind

  In über der Hälfte unserer pflanzlichen Lebensmittel sind Rückstände von Pestiziden nachweisbar. In rund 30 % der untersuchten Proben findet sich mehr als ein Pestizidrückstand (Mehrfachbelastung). Auch in der Umwelt werden Mischungen von Pestiziden nachgewiesen.

  Angesichts der damit verbundenen Risiken fordert PAN Germany im Vorfeld einer Konferenz zum Thema die zuständigen Behörden auf, Kombinationswirkungen von Pestizidrückständen in Lebensmitteln und in der Umwelt zukünftig regelmäßig zu berücksichtigen.

  Kernbereiche der staatlichen Zulassung von Pestiziden vollziehen sich unter Ausschluss der Öffentlichkeit. Damit sollen die Interessen der Pestizidhersteller und Pestizidvertreiber geschützt werden. Gleichzeitig besteht ein berechtigtes öffentliches Interesse daran, dass die Gründe für die Zulassung bzw. Nichtzulassung von Pestiziden nachvollziehbar sind. Schließlich handelt es sich um Gifte, die absichtlich in die Umwelt entlassen werden. In dem englischsprachigen Positionspapier "Position on Transparency & Participation" ist dargelegt, welche Mindestanforderungen zur Gewährleistung von Transparenz und Partizipation bei der Pestizidzulassung in der EU und in Deutschland aus der Sicht von PAN Germany erfüllt sein sollten.
